The Manager, HR Operations is a hands-on operational leader who will manage the day-to-day delivery of HR services to the agency and its employees. 

Key responsibilities include: 

  • Employee Onboarding & Offboarding 
    • Design and deliver a positive onboarding experience that leverages automation through our Applicant Tracking System. 
    • Ownership for employee onboarding from Offer Accept to Week One. Initiate, track and manage all pre-boarding and week one tasks (including but not limited to: HR/FIN paperwork, background check launch/adjudication if required, equipment ordering, announcement preparation). 
    • Responsible for maintaining orientation content, staff guides, and other similar documents. 
    • Manage recordkeeping related to hire, including e-personnel file creation. 
    • Monitor employee experience related to onboarding and ensure smooth hand-offs when transitioning candidate ownership between HR Operations, Talent Acquisition and the HR Business Partner function. 
    • Manage end-to-end offboarding process for exiting employees, including design and implementation of the offboarding process and checklist (including but not limited to asset and access management, stakeholder notification, final pay and benefits management, and system updates).
  • Compensation, Benefits and Recognition 
    • Facilitate the benefits design process in partnership with the agency’s PEO, and in collaboration with HR and Finance leadership. 
    • Manage the delivery and effectiveness of employee benefits and wellness in partnership with PEO, including the relationship with PEO as it relates to administration of benefits and leave management. 
    • Participate in annual compensation surveys and maintain the agency’s salary bands. 
    • Administer the agency’s annual merit and promotion review process, and the agency’s annual bonus plans. 
    • Administer the agency’s employee recognition program, including the recognition platform. 
    • Ensure compliance with benefits related compliance, audits and required filings. 
  • Employee Relations and Compliance 
    • Manage EEO/Affirmative Action compliance (AAPs, EEO-1/VETS filings) and compliance related to I-9/E-Verify. Includes preparation of AAPs, EEO-1, and VETS 4212 reporting in collaboration with vendor. 
    • Respond to employee inquiries and provide guidance on HR policies and processes and monitor the agency’s HR mailbox. 
  • Talent Development 
    • Maintain Elevate Live calendar of events and related employee communication and scheduling. 
    • Maintain templates and process documentation for an effective talent development program (e.g., performance management, individual development plan, job descriptions). 
    • Support the maintenance of the agency’s job structure and hierarchy. 
    • Manage LinkedIn Learning platform, including curating custom collections for defined audiences and career paths, in collaboration with leaders and Director, HR Business Partner. 
  • Governance and Systems 
    • Establish and maintain policies, processes and procedures through an employee-first lens and advocate for refinement that helps to strengthen employee experience. 
    • Establish and maintain Delegation of Authority/Approval Matrix (e.g., RACI) for all employment related actions and decisions. 
    • Maintain HR’s intranet page content and updates. 
    • Create and maintain digitized personnel files. 
    • Ensure data integrity by updating employee data changes as needed.  
    • Ensure confidentiality and security of employee and company data, including ownership of access management to key HR systems. 
    • Build and run reports for KPIs, internal audits, and file interfaces. 
    • Respond to employee inquiries and provide guidance on HR policies and processes and monitor the agency’s HR mailbox. 
    • Provide direction and feedback to office administrative support. 
    • Manage the implementation and maintenance of the agency’s HR technology stack (e.g. HRIS, Applicant Tracking System, Learning Management System, etc.)

  Qualifications:

  • Bachelor’s Degree, or equivalent, plus 8+ years of relevant experience 
  • Entrepreneurial, solution-oriented mindset 
  • Broad HR knowledge, particularly in benefits administration and compliance. 
  • Skilled communicator (verbal and written) 
  • Able to understand and use data to solve problems and make recommendations. 
  • Able to be self-guided and to initiate, organize and manage multiple projects. 
  • Technology-oriented and data literate
